Economist Saul Eslake, of the public policy think tank the Grattan Institute, said
the Queensland government's extra borrowing in the wake of recent natural disasters wouldn't
put upward pressure on interest rates or have other adverse affects on the Australian
economy.
Mr Eslake said the fact that federal Labor's decision to impose a flood levy was political
didn't make it wrong.
"Other choices would have been equally (economically) sound ... hence it's really a
political judgment," he told the inquiry.
"It's not correct to say the specific choices the government has made are ones that
- had they made different choices - could legitimately have been depicted as economically
irresponsible."
However, Mr Eslake said it would be "problematic" if the government slugged taxpayers
with an extra tax every time a significant expense popped up that needed to be covered
quickly.
Fellow economics expert Warwick McKibbin said Canberra's and the public's focus on
debt levels wasn't good for the economy.
"Both sides of politics should actually move away from this focus on deficit and debt
(and) focus on the quality of government spending," he said.
Professor McKibbin is a Reserve Bank of Australia board member but said he was not
speaking on the institution's behalf.

WA:Residents return home after WA bushfire
Residents in the suburb of Karnup .. south of Perth .. have been told it's safe to
return home .. after a bushfire threatened their homes overnight.
The Fire and Emergency Services Authority last night issued an emergency warning for
residents to act immediately as a devastating blaze approached.
At the bushfire's peak .. the authority advised people it was too late for them to
leave their homes either by car or on foot .. and taking shelter and actively defending
their home was the best chance of survival.
By this morning .. authorities announced the fire .. which has now burnt 350 hectares
in the area approximately 50km south of Perth .. was contained and under control .. and
it's now safe for them to return home.

NT: Autopsy on man who died on Uluru
The body of a man who died while climbing Uluru is in the hands of the Northern Territory
coroner.
The 54-year-old Australian tourist collapsed while he was descending the 348 metre
climb on Saturday afternoon.
His body was brought back to Alice Springs .. where an autopsy is being conducted today
to determine the cause of death.
The climb was closed yesterday out of respect .. and remains close because of strong winds.
It's the first climbing death on Uluru in 10 years and the 36th death since records
began in the 1950s.

Ten people have been arrested in Hobart for public order offences .. as Tasmanian police
join the national crackdown on drunken and disorderly conduct.
Police say preliminary figures indicate the public were generally very well behaved
.. with noticeably less aggression shown by hotel patrons in the Hobart CBD and waterfront
areas.
Police directed a number of people to leave the CBD .. and also issued liquor infringement
notices.

Fed: Grech's story doesn't make sense: Ciobo
CANBERRA, Aug 4 AAP - The timeline of events put forward by the public servant at the
centre of the OzCar scandal doesn't add up, Liberal frontbencher Steve Ciobo says.
Senior Treasury official Godwin Grech has said he faked an email which purported to
involve Prime Minister Kevin Rudd's office in the affair.
He then allegedly showed the faked email to Mr Turnbull and the Liberal's Senate deputy
leader Eric Abetz on June 12, a week before giving evidence at a Senate inquiry hearing
into the matter.
Mr Grech said he cooperated with the coalition in order to secure their support for
the OzCar finance bill in the Senate.
But Mr Ciobo said by the time of Mr Grech and Mr Turnbull's meeting in June, the opposition
had already decided to support the legislation.
"Indeed it actually went through the House of Representatives on the 28th of May without
dissent," he told Sky News on Tuesday.
"So the notion that in some way there was some kind of deal or something simply doesn't
hold up at first glance."
Mr Ciobo denied that Mr Grech was coached by the Liberal Party ahead of his Senate
inquiry appearance.
While the controversy was a boon for Labor, Mr Turnbull had acted in good faith.
"Fundamentally there is nothing wrong with the opposition leader seeking to hold the
Rudd Labor government to account on the basis of what we thought at the time was a legitimate
email," Mr Ciobo said.
Assistant Treasurer Nick Sherry called on Mr Turnbull and Mr Abetz to clarify whether
they did indeed meet Mr Grech before the Senate hearing.
"They also need to explain whether they put any pressure, attempted to coerce him,
attempted to intimidate him in respect to the evidence he was going to give at those Senate
committees," he said.
"They should fess up and if they don't do that today they should both resign."

NSW: Eyewitness says baby whale suffered as they killed it
Wildlife authorities have defended the way a whale calf was put down today .. following
criticism it suffered inhumanely before dying.
The injured baby humpback affectionately called Colin .. which has now been identified
as a female .. was put down by vets today after being abandoned in waters north of Sydney
earlier this week.
CHERIE CURCHOD says she saw the whale thrashing around near a jetty below her home
after it was given more than six injections.
She says the whale was then tied up and dragged across the bay at Pittwater before
it actively started trying to get away.
Ms CHURCHOD says it was upsetting to watch because it didn't have an easy death at all.
JOHN DENGATE from the National Parks and Wildlife Service says the whale's death was
the best possible result in the circumstances.
He says it was the best way to put the animal out of its misery.

SYDNEY, April 16 AAP - The man accused of attempting to murder Lauren Huxley contemplated
suicide the night she was attacked and fled Sydney the following day, a court has been
told.
Ms Huxley, now 21, was bashed, doused in petrol and left to die in the garage of her
home in Northmead, in Sydney's west, on November 9, 2005.
She was on life support for 23 days and suffered permanent brain damage as a result
of the attack.
Northmead construction worker Robert Black Farmer, 39, is standing trial in the NSW
Supreme Court for her attempted murder and arson.
The jury today was told Farmer had been released on parole in January 2005, after serving
an 18-month jail term for an earlier offence.
His ex-girlfriend Catharine Beverley and his mother, Gail, said Farmer had been depressed
in the weeks before Ms Huxley was attacked, after he was badly burned in a worksite accident.
Farmer's injuries prevented him from working and he feared he would be sent back to
jail for stealing diesel fuel - an offence constituting a breach of his parole.
On November 9, Ms Beverley said she did not see Farmer between 12.30pm and 5pm, but
when he called her that afternoon he seemed "happy and jovial".
After she had finished work that day, Farmer had driven to her home in Parramatta "just
to say hello and give me a kiss", she told the court.
"In fact, he appeared to be overly nice," Ms Beverley told the court.
It was a hot night and Ms Beverley said Farmer suggested going for a drive to visit
one of his friends.
He directed her through Northmead to Moxhams Road, where Ms Beverley said they encountered
a police road-block.
Farmer agreed they should just go home and proceeded to direct her, again taking them
to Moxhams Road, the street where the Huxleys lived.
Later that night, Ms Beverley said Farmer woke her in a distressed state and told her
he had tried to commit suicide but "couldn't do it".
"I drove your car down the M2 trying to crash into a wall," he said.
Gail Farmer said she found her son writing a suicide note in the early hours of November
10. He told her he'd "had enough" and just wanted to "sleep".
Ms Farmer and Ms Beverley both told the court Farmer disappeared later that day.
School friend Yuri Naranjo said Farmer showed up at his Southern Highlands property
on November 11 looking for a place to stay.
Mr Naranjo said Farmer asked him to keep his whereabouts a secret, and told him he'd
"done something wrong, but he didn't want to tell me and I shouldn't ask him about what
it was".
When he read about Ms Huxley in the newspaper, Mr Naranjo said Farmer told him the
"bloke who did this to Lauren" was an "arsehole".
Farmer looked "stunned" when Mr Naranjo told him the police were looking for him in
relation to the case, and allegedly said: "I've got to get out of here".
Mr Naranjo's wife, Nicole, told the court Farmer left their house on November 27 and
returned four days later, telling her he'd been "out bush".
He appeared anxious and asked if the police had been there, warning her to watch what
she said in case the house was bugged, Ms Naranjo said.
Farmer was arrested at the premises later that evening.
The trial continues.

Families will be able to borrow up to 10 thousand dollars in low interest loans ..

Opposition leader KEVIN RUDD's announced the 300 million dollar plan to make homes
greener .. at Labor's national conference in Sydney today.
He says it's practical bread and butter stuff that the Labor Party is so good at.
However .. Australian Green's leader BOB BROWN says the package doesn't go far enough
.. and has urged the ALP to put a stop on coal exports.
Labor Rudd (SYDNEY)
Labor leader KEVIN RUDD has launched a direct personal attack on JOHN HOWARD .. for
claiming that only he has the experience needed to lead the country.
Earlier today .. Mr HOWARD said Mr Rudd was too inexperienced to be prime minister
.. and accused him of failing to have a plan for safeguarding the nation's economy.
Mr RUDD's returned fire on the floor of the ALP national conference in Sydney .. attacking
Mr HOWARD for taking the country to war in Iraq and for failing to tackle climate change.
He's told cheering delegates .. if that's experience .. then let's have something else.
Nuclear Abbott (SYDNEY)
Health Minister TONY ABBOTT says any Australian nuclear power plants will probably
be located near existing coal-burning power stations .. in areas which already have planning
and environmental approvals.
Mr ABBOTT declined to comment on how he would feel about having a nuclear power plant
in his electorate of Warringah .. which encompasses some of Sydney's northern beaches.
He's labelled Labor's new policy to expand the mining of uranium for export .. but
not to use it .. as illogical.

The AMA says suicide by returned Australian soldiers may be on the rise and needs urgent
government action.
Veteran activists say up to five soldiers have committed suicide after returning from
Iraq and Afghanistan.
The claims follow reports from the federal government which says two soldiers killed
themselves after returning from duty in the Middle East.
Royals Harry (LONDON)
Prince HARRY has reportedly told friends he's a nervous wreck ahead of his much publicised
posting to Iraq as a British army officer.
The News of the World has reported him telling friends of his fears .. but also his
desire to serve his country.
Commanders are reportedly reconsidering their decision to allow the prince to fight
in Iraq because of fears that his presence could endanger other soldiers.
Tillman Move (SYDNEY)
A child sex offender has been moved to a new address by parole officers for an undisclosed
reason.
KENNETH TILLMAN .. who has a 30-year history of sex offences .. was released from Sydney's
Long Bay Jail this month .. after serving 10 years for sexually assaulting a nine-year-old
girl.
The 45-year-old has consistently refused to attend intensive treatment for sex offenders
while in custody and three psychologists have said they believe he is at high risk of
reoffending.
Parole officers visited TILLMAN's address last week and accompanied him to a new location.
A NSW Department of Corrective Services spokesman says TILLMAN wasn't originally located
near a school or near premises where children frequent .. but she could not disclose the
reason why he was relocated.
Labor Workplace (SYDNEY)
Labor leader KEVIN RUDD says he's never expected big business to approve of his new
industrial relations policy.
But the Opposition Leader has denied the plan to restore collective bargaining and
abolish individual contracts .. will damage Labor's relationship with industry.
The Business Council of Australia has labelled the new policy as retrograde and a step
backwards .. but Mr RUDD says his priority is to ensure fairness for workers and their
families .. not get a big ticks from the BCA.
Shark (BRISBANE)
Police in Queensland have warned locals not to swim near a community jetty after a
13-year-old girl was bitten by a shark.
The say the teenager had been swimming in waters off Mornington Island .. in the Gulf
of Carpentaria .. on Thursday when the attack happened.
Heart (SYDNEY)
The Heart Foundation says it's worried thousands of Australians would risk dying from
a heart attack .. rather than call an ambulance.
Research commissioned by the foundation for Heart Week .. shows 61 per cent of those
surveyed wouldn't call triple-0 if they thought they were having a heart attack.
It shows 35 per cent of people were too afraid of wasting the ambulance officers' time
if it turned out to be false alarm .. while 15 per cent said they'd just be too embarrassed.
Heart Foundation national chief executive LYN ROBERTS says the results are frightening
.. and too many people are losing loved ones unnecessarily.

World Cup match referee JEFF CROWE has admitted that Sri Lanka had been mistakenly
asked to come back on the field for a final three overs in the rain-reduced World Cup
final against Australia.
Australia were celebrating their third consecutive World Cup victory after the Sri
Lanka batsman had gone off for bad light when the teams were told they would have to complete
the final three overs or come back on Sunday to finish the match.
The game was already completed because Sri Lanka had batted the minimum 20 of their
reduced allotted of 36 overs.

Police in Melbourne have urged drivers to slow down .. after two p-plate drivers were
caught well above the speed limit overnight.
A man in his early 20s has automatically lost his licence for a year .. and fined 451
dollars after being clocked at 180 kph in a 100 zone .. along the Eastern Freeway near
Kew.
And a 20-year-old woman was caught on the same road .. with a recorded speed of 133 kph.
She's lost her licence for a month and been fined 278 dollars.

Vic: Boy & woman stabbed at house in Melbourne's outer-east
A 16-year-old boy and 35-year-old woman are in a critical condition in hospital after
being stabbed at a house in Melbourne's outer-east.
A police spokeswoman says the attack happened at The Basin about 6.20am (AEDT).
The spokeswoman says the boy was stabbed in the shoulder and back, while the woman
was stabbed in the chest.
Both were airlifted to The Alfred hospital in a critical condition.

Muppet Theatre rebuild takes Cree man back to childhood.(education)(Lance Cardinal's model of the theater)
VANCOUVER
Lance Cardinal welcomed Windspeaker into the Aboriginal Gathering Place at Emily Carr University in Vancouver to have a look at his model of the classic Muppet Theatre, complete with Muppet models, a secret door and a red, draping curtain that actually opens with the pull of a golden rope.
Cardinal, 35, is from the Bigstone Cree Nation at the Calling Lake reserve in Alberta. He built the model Muppet Theatre over many weeks, and he became a bit of an Internet sensation when he put pictures of the work online at lancecardinal.blogspot.com
The Muppet Show ran for five seasons, starting in 1976. It featured a vaudevillian-style show with sketches completely acted by Muppets, a puppet creation by the Jim Henson Company.
When he was growing up Cardinal had access to only one channel, CBC. He loyally watched the Muppet Show on CBC every week.
"It was one of the first shows to take me away to a magical place full of wonder and creativity," Cardinal said, sporting a large Kermit pin on his lapel. "It was an amazing half an hour of my life. There was a sense of whimsy and a sense of playfulness that I didn't have in my normal life."
Prominently displayed on his blog's profile is Cardinal's heritage. He proudly identifies himself as a full-status Cree, which many people have commented on positively.
"As a First Nations person as well, you come from a small pace and you don't feel important," Cardinal said. "You don't feel like anyone listens to you sometimes when you're First Nations and they underestimate what First Nations people can do creatively or even understand creatively."
"Basically I have two sides of my brain--one is this crazy, childlike, playful, totally weird, whimsical person and the other side of me is very political and serious, and very focused on my culture and what that means to me."
Constructing his very own toy theatre came about when Palisades Toys, which had plans to manufacture the Muppet Theatre models, didn't end up doing it. Cardinal had been collecting its Muppet action figures, and the theatre's backstage area, including Kermit's desk, the back doors and changing rooms.
"I thought, 'I'll just build it myself,' and I started building it," Cardinal told Windspeaker.
"It was getting done and I thought, 'Wow, this looks just how I imagined' and then I had a moment of.. .1 felt like I worked so hard, I wondered if this was worthwhile, I wondered if this magic was still out there. I didn't see it. I didn't feel it from people.
"But, I believe this magic still exists and I believe this magic is still out there in people."
Since posting it online, Cardinal has received tons of emails everyday--including a marriage proposal in exchange for his Muppet Theatre. He's also had offers to tour the theatre to Comic Con in San Francisco.
"It was absolutely an embracing of this whole world and these characters who have been in our home since [1976]," he said. "I've already had two online interviews, done a couple of articles. I just put it out there." He was also interviewed for the Daily Planet on April 20.
Cardinal is a second-year Emily Carr University student. He's working on his fine arts degree and is majoring in sculpture. He's worked behind the scenes in theatres and used that knowledge to put towards his childhood dream.
"I worked on a lot of theatres and I know what theatres should be like," he said. "Then I imagined the size of this playset and what Palisades would have done if they had actually built it."
He got in touch with a dollhouse shop both online and in North Vancouver who did the custom-made trim. Also, Palisades had shared some of their plans for the model theatre with him.
"For me, this particular project, I really wanted to make sure I built it from scratch, with actual wood that I bought with trim," he said. "I bought MDF [medium-density fiberboard] wood. I used doll house trim."
The theatre is hand-crafted with a baroque trim, which he made with puffy paint. Each panel is made from scratch with the use of the puffy paint as well and then painted red, and trimmed with gold.
The back wall is made from hand-mixed concrete. By using stickers, he was able to make an effect that made the bricks more realistic. He also added his own pipes made from bamboo skewers. At the back he put up Muppet movie posters that Jim Henson was involved in and made them look older and used.
All of the lights actually light up and were wired by Cardinal, who said that the project was quite expensive.
"A full month, one month," he added, about how long it took to construct the theatre. "And that was a lot of hours; full days, full nights, just because the more I built it, each phase just got me more excited."
He also intends to build additional sets, including a balcony for Statler and Waldorf, the grumpy old men Muppets, and a pit for the orchestra performers in front of the theatre. He already has sets from the show, including Pigs in Space. But, he wants to build other ones, such as Veterinarian Hospital.
"I'm just happy that people are feeling so happy about it and remembering all the positive times in their life and the time spent with their kids and their times spent with their family growing up," he said.
"A lot of people have been talking to me about the emotional connection they had with the Muppets and seeing this fulfilled satisfies the fulfillment they needed to have that experience."

No matter the time or cost, the experience and results were worth it, according to Cardinal, because it's in homage to Jim Henson and Palisades.
"We didn't have much money growing up. I always missed out on having toys and such," he explained. "So in some ways I sort of build these things to have my own youth and that feeling that was once there."
At the end of the day, Cardinal is excited to finally live through his imagination and become Kermit (although Fozzie Bear is still his favorite), utilizing his hand-made theatre as a tool to access his childhood.

He said it was an enriching moment to pull that gold string and see the curtain open. "I always wanted to be Kermit. I pulled the curtain and I was like, 'I have to share this.' I know there's other people who want to see that again."
