Qld: Screaming Jets bring Impulse to screeching halt

BRISBANE, Aug 28 AAP - Impulse Airlines struck unexpected turbulence today when its
inaugural Brisbane to Sydney flight was disrupted by a rowdy rock group.

Australian rockers The Screaming Jets had to be escorted off the plane by Australian
Protective Services officers at Brisbane Airport, delaying the scheduled 7.30am takeoff
by more than an hour.

Impulse Airlines spokesman Simon Westaway said alcohol was confiscated from the four
members of the band, who he alleged had been abusive to other passengers and to flight
attendants.

He said the decision to delay the flight until 8.40am (AEST) was taken by the captain
as he was starting to taxi out.

"Our captain made the absolutely correct and only call," Mr Westaway said.

"If you have a bunch of idiots carrying on in a plane and it's going to affect passenger
amenity and more appropriately passenger safety, the captain made the call and that was
the right decision."

Members of the group told media at the airport they had only been trying to get the
other passengers to join in a sing-a-long of Puff the Magic Dragon.

Airport security interviewed the band.

Further comment from the band, which had been in south-east Queensland for a number
of performances, and its management was not immediately available.

Mr Westaway said Impulse had no commercial relationship with the band.

"They were just paying passengers like any normal passengers - they just so happen
to be a rock'n'roll band," Mr Westaway said.

"They obviously decided to act in a way similar to many British rock'n'roll bands who
enter this country by air."

Mr Westaway said it was unfortunate that the discount airline's first flight out of
Brisbane was delayed.

"It's obviously not what you want because what it does is upset the travel plans of
the other passengers on board," he said.

"It's very disappointing but we live on to fight another day."

MELBOURNE, Aug 25 AAP - The Victorian Government today pledged to employ 600 extra teachers
and school counsellors and provide 35 new state schools, as one of the key planks of its
election platform.

Premier Jeff Kennett said education would be the government's first priority if it was
re-elected at the September 18 poll.

Its new schools agenda would include a greater focus on the basics of reading, writing,
science and maths; a $10 million boost for vocational education; and $40 million to upgrade
computer equipment.

Mr Kennett said student welfare would receive more attention, with $28.3 million earmarked
to employ 200 counsellors in secondary schools and 400 teachers in primary schools next year.

"Every school in the state will benefit, with primary school principals freed up to deal
with the welfare needs of students, to better assist families and allow teachers more time to
concentrate on classroom activities," he said.

The government would actively encourage students into the growth areas of science, maths
and information technology, and provide a standardised test to rate computer skills.

Mr Kennett said the coalition planned to spend $2.8 billion over the next ten years on
capital works, including the building of 30 primary and five secondary schools.

It would eliminate the current $136 million maintenance backlog by 2002, and provide
funding for other capital works such as airconditioning in portable classrooms.

Other goals and initiatives include:

* Victorian students to be among the top five in the world in maths and science by 2005,

* Encouragement to prep students to write a book, with the government publishing the top
ten efforts, as part of a plan to encourage reading,

* $3.8 million for a Distance Education Centre,

* Programs to encourage young men into primary teaching,

* $500,000 for professional development for rural teachers, and

* Extend the self-governing schools program to an estimated 400 schools by 2003.

The Albanian community in Australia has criticised the federal government's announcement it
will accept 4,000 temporary refugees from Kosovo.

Prime Minister JOHN HOWARD says Australia should play its role in the international effort
to relieve the burden on neighbouring states by providing a safe haven.

But an Albanian community representative in Australia says the announcement falls well
short of what the country should offer.

Albanian community spokesman SADIK BINAKAJ says countries like Turkey and Germany have
offered to take 130,000 Kosovar refugees and Australia's offer of 4,000 is not enough.

Mr BINAKAJ says there are about 15,000 ethnic Albanians in Australia -- and each family
would be happy to take one or two families.

VIC: Truck driver dies in semi roll over

MELBOURNE, Dec 18 AAP - A truck driver died when his semi-trailer rolled over on the Melba
Highway in Melbourne's outer north-east early today.

The accident happened about 5.15am near Yarra Glen and the highway remained blocked, police
said.

There was no other vehicle involved and it was not clear what caused the accident.

Traffic was being diverted around the scene of the crash and heavy haulage equipment was
being brought in to remove the truck.

The man's death is the first of the Christmas-New Year period in Victoria and takes the
year's road toll to 374 compared with 361 at the same time last year.
